Creating innovation and optimism in difficult times

The Archive Pace Setter scheme is all about innovation.  Is it possibility to encourage creative thinking and innovation in a tough financial climate?

There is a great book by the conductor of the Boston Philharmonic Orchestra and his wife, Benjamin Zander and Rosamund Stone Zander called 'The Art of Possibility'.  One chapter begins with the following anecdote:

A shoe factory sends two marketing scouts to a region of Africa to study the prospects for expanding business.  One sends back a telegram saying, SITUATION HOPELESS STOP NO ONE WEARS SHOES  The other writes back triumphantly, GLORIOUS BUSINESS OPPORTUNITY STOP THEY HAVE NO SHOES.

As a sector - are we more like the first scout or the second?.......
